City services for homeless increase as unsheltered population grows

Jessica Considine had been homeless for six years before Ryan Collins came into her life. Considine and her partner lost their place in November 2011, due to a combination of housing, employment and medical circumstances, in particular a loss of hours at work as the recession lingered. When she spoke to the Enterprise in fall of 2017, her belongings were contained in a pair of bike trailers parked in an alley downtown and she got by on the kindness of strangers, including money she received for sweeping sidewalks.
