Homeless can only sleep outside Sacramento City Hall at night, council rules

Homeless people will soon be able to sit or sleep on the ground outside Sacramento City Hall overnight but not during the day. The City Council on Tuesday voted unanimously and without discussion to amend a city ordinance that prohibited people from being on City Hall property from 11 p.m. to 7 a.m. unless attending a city hearing or meeting.
